NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City.
The division conducts audits related to personal, sales, and use taxes.
Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules.
City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.
The Business Tax System (BTS) Unit of the Division of Tax Audit & Enforcement has an excellent promotional opportunity available for Level 2 City Tax Auditors to advance to Level 3 responsibilities in the Office of Tax Audit.
Level 3 City Tax Auditors conduct independent examinations of tax returns of the largest and most complex business organizations.
Such work may include a combination of an inventory of a large volume of difficult cases; audits of the largest, most complex, diversified business organizations and/or individuals; review of such completed audits; and/or performing difficult audit work involving multiple tax types and multiple audit functions.
The selected candidate will serve as an Office of Tax Audit subject matter expert for the BTS system.
Responsibilities include, but are not limited to the following: - Conduct independent examinations of the largest, most complex Business Income Tax, Unincorporated Business Tax, Commercial Rent Tax and Hotel Occupancy Tax returns, non-filers and Real Property Transfer Tax.
Such work may include a combination of maintaining an inventory of difficult cases, auditing of the largest, most complex, diversified business organizations.
- Actively participating in all requested BTS project activities.
- Assist with the business and technical requirement aspects of the BTS project.
- Perform analysis and provide support to ensure functionality of BTS meets requirements.
- Create test scenarios to verify business functionality is met; and conduct testing; and coordinate with other testers.
- Analyze and troubleshoot BTS data issues; and work with audit staff to remediate as necessary; log issues with the BTS when appropriate.
- Establish and monitor procedures to enhance units' operations and performance with the BTS system.
- Help with the development and implementation of new initiatives relating to NYC taxes and audit policies and procedures.
- Ensure the implementations of subsequent changes and enhancements in the BTS system are in accordance with tax law and NYC departmental policies and procedures.
- Identify and implement opportunities to improve the efficiency of audit division procedures and/or support administrative processes related to the BTS system.
- Review and interpret governing legislation to ensure continual compliance.
- May perform related functions, as needed, and provide subject matter expertise to management and operational staff.
- Create training materials and actively train audit Staff.
- Serve as the Unit's subject matter expert (SME) for special projects and attend BTS-related meetings.
Minimum Qualifications 1.
A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.

taxation, advanced accounting, and cost accounting; or 2.
An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.
