00 Job Description This position is open to applicants who are already permanent in equivalent titles.
The Fire Department City of New York (FDNY), seeks a full-time Associate Fire Protection Inspector Level 2 in the Bureau of Legal Affairs/Legal Enforcement Unit.
Reporting directly to the Supervisor of Office of Administrative Trials and Hearings (OATH) Affairs, the successful candidate will: Serve as a Fire Department OATH representative representing the Department in OATH hearings throughout the five boroughs of New York City; directly supervises summonses resulting in telephone hearings; articulates arguments in a clear and persuasive manner and responds to inquiries or arguments of hearing officers, respondents and respondent representatives; conducts research related to OATH cases, including FPIMS and BIS research; completes hearing forms, cases, dispositions, ownership searches and other documentation; assists in conducting evaluations of Unit staff; assists with the supervising of training of FDNY representatives.
Tracks, reviews and analyzes OATH decisions; researches and prepares information for appeals of OATH decisions; assists the Director of Enforcement with the creation and implementation of Unit policies and procedures; liaison with other Bureaus in the Department in connection with Unit operations; attend meetings related to FDNY enforcement and Bureau of Legal Affairs matters; perform such other work as may be assigned relating to FDNY enforcement and Bureau of Legal Affairs matters training of FDNY representatives.
Tracks, reviews and analyzes OATH decisions; researches and prepares information for appeals of OATH decisions; assists the Director of Enforcement with the creation and implementation of Unit policies and procedures; liaison with other Bureaus in the Department in connection with Unit operations; attend meetings related to FDNY enforcement and Bureau of Legal Affairs matters; perform such other work as may be assigned relating to FDNY enforcement and Bureau of Legal Affairs.
Minimum Qualifications 1.
Five (5) years of full-time experience in or more of the following: a.
the manufacture or storage of explosives or flammables; b.
the development of safety standards for the manufacture or storage of such materials; c.
the inspection of premises where such materials are manufactured, stored or houses to detect potential fire and explosion hazards; d.
the design, installation, operation, repair and testing of sprinkler systems, standpipes, or other fire detection or fire extinguishing systems; or 2.
Education and/or experience equivalent to "1" above.
Education from an accredited college or technical institution with specialization in fire science technology, chemistry, physics or engineering may be substituted for the experience requirement on the basis of one year of education (30 credits) for one year of experience, up to a maximum of 4 years.
License Requirement A Motor Vehicle Driver's License valid in the State of New York.
Preferred Skills -Expertise in the Fire Code and National Fire Protection Association Reference Standards.
-Broad knowledge of New York City Building Code and Fire Department Rules.
-Working knowledge of the Fire Prevention Management Information System (FPIMS), the Building Information Systems (BIS) and the Automated City Register Information System (ACRIS) databases.
-Demonstrates the ability to work with and/or supervise non-legal staff.
-Demonstrates the ability to train FDNY representatives through prior supervisory experience.
-Computer literate in Microsoft Office and Excel.
-Excellent writing, interpersonal and communication skills demonstrates legal judgment and the ability to be detailed oriented.
