00 Job Description NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general.
This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring, and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues.
The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division.
Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.
Tax Policy, Excise Tax Research unit seeks an experienced individual with a strong background in quantitative economic research and project management to assume the role of Deputy Director Excise Tax Research Unit.
This role will enhance both revenue and budget monitoring.
The Deputy Director will supervise existing projects and create and direct new projects.
This additional monitoring and troubleshooting will reduce the time required to complete projects.
Duties will include, but are not limited to: - Responsible for supervising, drafting, and proofing Excise Tax Research project documentation.
- Supervise project creation and ensure analysts adhere to best practices.
- Act on behalf of the Excise Tax Research Director as needed.
- Perform technical review of analyst programs to streamline processes and increase efficiency.
- Prepare reports independently and manage ad-hoc queries, data, and reporting requests.
- Supervise and complete complex economic and statistical research.
- Design and direct geospatial analysis projects.
- Geocode data and produce thematic maps to improve revenue monitoring and visualization.
- Review Excise Tax Research reports.
- Create and supervise maintenance of revenue reports and data sets to be published on the DOF website increasing Tax Policy data transparency.
- Present research findings to agency officials, participate in expert panels, and confer with city officials on economic phenomena as needed.
- Develop and implement research strategies for various projects.
- Construct policy option simulations.
- Work closely with staff from Tax Policy and Data Analytics and other divisions to successfully implement and track results of large-scale analytical projects.
- Write computer programs to design, create, and maintain databases that will be used for revenue monitoring, policy analysis and audit selection.
Minimum Qualifications Level I 1.
A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2.
A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Level II 1.
A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

- Strong programming, data analysis, statistical sampling, and data mining experience.

- Advanced proficiency in MS office suite.
